Attic insulation in Alameda

Short answer

Alameda is in Title 24 climate zone 3, where an altered attic below R-19 goes to R-49. New roof or gable vents change the exterior, so they also need Planning Design Review. Alameda Municipal Power, the island's own electric utility, has no insulation rebate.

Alameda sits apart from the rest of the East Bay in two ways that matter for an attic. It runs its own electric utility, so the rebate question has a different answer than in Oakland or Berkeley. And a third of its houses were built before 1940, so the attic is often older than anything else in the house. Start with the age of the house, because on the island that comes first.

A third of the island was built before 1940

Table C-14 in the city's draft 2023–2031 Housing Element, using Census survey data for 2015–2019, counts 11,658 of Alameda's 33,241 housing units as built in 1939 or earlier, about 35 percent. The next big wave came in the 1960s and 1970s, with roughly 4,200 and 4,100 units, and only about one unit in eight was built after 1990.

A pre-war attic can hold almost anything: walls framed so that they open straight into the attic, ceilings that were never insulated or got a thin layer decades ago, and wiring from more than one era. When we inspect one, we look first for:

  • knob-and-tube wiring, which the electrical code lets insulation surround only after an electrical contractor surveys and documents it, so we refer you to an electrician before we schedule anything;
  • open wall cavities at the top plates, where warm air leaves the house; air sealing them is optional in zone 3 but often the most useful part of the job;
  • loose fill that could be vermiculite, which stops work until an asbestos consultant tests it.

Zone 3 rules

Both Alameda ZIP codes are in Title 24 climate zone 3. Table 9-8 of the 2025 Compliance Manual sets an altered attic's requirement by what's there now: below R-19, the attic goes to R-49 with recessed lights covered and ventilation checked; at R-19 or more, only the ventilation check applies. Zone 3 never requires air sealing for an altered attic. The Title 24 page has the exemptions.

Permits, vents and design review

The city's "When Is A Permit Needed?" page says permits are required for most construction work, and its list of exemptions (small sheds, low fences, painting and finish work, minor plumbing repairs) doesn't include insulation. The same page adds that work changing the exterior of a building needs both a permit and Planning Design Review approval. That catches attic ventilation work: a new roof vent, gable vent or fan changes how the house looks from the street. The Permit Center is fully online; applications, plan review and payments go through the city's Permit Portal, and paper plans are no longer accepted. The written quote says who handles the permit.

Permit records, inspections and work hours

Before an inspection, it helps to know what was done to the house already. The Permit Center's records search covers permits issued after 1995 in the Permit Portal, by address, parcel number, permit number or date range; older permits are on microfiche, and anything that can't be found goes through a public records request. A past reroof or remodel permit can explain what's sitting on the attic floor.

Inspections are booked by phone at 510-747-6830, Monday through Thursday from 7:30 to 8:30 a.m.; the Permit Center itself, at 2263 Santa Clara Avenue, is closed on Fridays. Under Alameda Municipal Code 4-10.5, permitted construction runs 7 a.m. to 7 p.m. on weekdays and 8 a.m. to 5 p.m. on Saturdays; Sunday isn't on the list.

Alameda Municipal Power, not Ava

Alameda Municipal Power traces its start to 1887, when the city paid for 13 streetlights and a small generating station, and AMP describes itself as the oldest public electric utility west of the Mississippi. It, not PG&E or Ava Community Energy, supplies the island's electricity. AMP's Rebates and Incentives page lists heat pump space heating and water heating, a panel upgrade, induction cooktops and ranges, a heat pump dryer, EV chargers, used EVs, e-bikes and smart thermostats. None is for insulation, and an old weatherization grant that still circulates on third-party rebate sites is not on AMP's own page. The rebates page tracks it.

Questions people ask

Is there an Alameda Municipal Power rebate for attic insulation?

No. AMP's Rebates and Incentives page lists heat pump space and water heaters, a panel upgrade, induction cooking, EV and e-bike items, smart thermostats and more, and nothing for insulation or weatherization. Older listings of an AMP weatherization grant on third-party sites don't appear on AMP's own page.

Do new attic vents need design review in Alameda?

The city's "When Is A Permit Needed?" page says work that changes the exterior of a building needs both a permit and Planning Design Review approval. New roof or gable vents change the exterior, so ask the Permit Center about design review before adding them.

Do I need a permit to insulate my attic in Alameda?

The city says permits are required for most construction work, and insulation isn't among the exemptions its "When Is A Permit Needed?" page lists. The process is fully online through the city's Permit Portal. Confirm the permit type with the Permit Center; the written quote says who handles the permit.
