Attic insulation in Emeryville

Short answer

Most Emeryville homes are in multifamily buildings, so the first question is often whether the attic is yours or shared. Emeryville is in Title 24 climate zone 3: an altered attic below R-19 goes to R-49, and a shared attic can be exempt from the upgrades. The city's Building Division takes permit applications by email or in person.

Emeryville is the one city on our list where a detached house with its own attic is the exception. The city's draft 2023–2031 Housing Element counts 7,364 housing units in 2020, and 88 percent of them were in multifamily buildings; single-family houses, attached or detached, numbered 819. So an attic job here usually starts with a question that has nothing to do with R-values: whose attic is it?

From small houses to lofts and towers

The Housing Element sketches the history. Before 1970, single-family homes and small apartment buildings in the eastern neighborhoods were typical of the city's housing. In the 1970s and 1980s two large complexes, Pacific Park Plaza and Watergate, added 1,830 units between them. In the 1990s came live/work lofts and mid-density and mixed-use buildings, and that pattern has continued since 2000. The age table follows the same curve: about 8 percent of units were built in 1939 or earlier, 7 percent between 1940 and 1959, and about two-thirds since 1980.

For an attic that means three different kinds of job:

  • Older houses and small multi-unit buildings in the eastern neighborhoods, many with a conventional vented attic over the top floor. The Housing Element notes that the Building Division's 2021 inspections found the Triangle neighborhood had the most minor repair and maintenance issues, including the most roof issues, so we check the roof deck and any stains from the attic side before quoting insulation.
  • Townhouses and low-rise condos, where the attic may run across several units or belong to the association.
  • Lofts and mid-rise or high-rise units, which often have no attic you can reach at all. There, the insulation question belongs to the building, not the unit.

Shared attics and the Title 24 exemption

Title 24 treats a shared attic differently. Under the 2025 Energy Code, when the altered attic space is shared with other dwelling units whose attic space isn't being altered, the job is exempt from the altered-ceiling upgrades. The existing conditions are documented on the compliance form, and the building official verifies them. Two things don't go away: the fire separations between units must stay intact, and in most associations the CC&Rs decide whether you can work in the attic at all.

Our townhouse and condo guide walks through HOA approval, the fire walls and why rodent work in a shared attic has to involve the neighbors. If noise between units is the real complaint, soundproofing is a separate conversation.

Zone 3, when the attic is all yours

Emeryville's ZIP code is in Title 24 climate zone 3, the bayside zone. For a house or a unit with its own attic, Table 9-8 of the 2025 Compliance Manual sets the requirement by the existing level:

  • Below R-19: R-49, with recessed lights covered and attic ventilation checked.
  • R-19 or more: the ventilation check, and nothing else.

There is no air-sealing requirement for an altered attic in zone 3. The Title 24 page has the full row and the other exemptions, including knob-and-tube wiring that stays in place.

Permits at the Building Division

Emeryville's Building Division takes building and fire permit applications in two ways: emailed as PDF attachments or a file-share link, or in person at the permit counter in City Hall, where Monday to Thursday mornings are drop-in and afternoons are by appointment. After a complete application the city sends an invoice for plan review or permit fees, and card payments carry a 3 percent service fee. The division's pages point to the city's Building Regulation for what needs a permit and don't name insulation as a permit type. Call the Building Division at 510-596-4310 with your scope. The written quote says who handles the permit, and that is agreed before work starts.

Electricity, gas and rebates

Ava Community Energy is the default electricity provider in Emeryville. PG&E delivers the power and supplies the gas. Neither has an attic insulation rebate open to every customer; the rebates page keeps both rows current. Questions people ask

I own a townhouse in Emeryville. Can I insulate my attic?

Usually, but read your CC&Rs first. They say whether the attic over your unit belongs to you or is common area, and whether the HOA must approve the work. If the attic is shared with units whose attics aren't being altered, Title 24's altered-ceiling upgrades don't apply, but fire separations between units must stay intact.

How do I apply for a building permit in Emeryville?

The Building Division takes building and fire permit applications by email as PDFs or in person at the permit counter at City Hall, and sends an invoice once the application is complete. Its pages don't list insulation among specific permit types, so ask the division (510-596-4310) for your scope. The written quote says who handles the permit.

What R-value does an Emeryville attic need?

Emeryville is in climate zone 3. Under Table 9-8 of the 2025 Compliance Manual, an altered attic that starts below R-19 goes to R-49 with recessed cans covered and the ventilation checked; at R-19 or more, only the ventilation check applies. A shared attic is one of the exemptions.

Is there an Emeryville rebate for attic insulation?

Not one open to every customer. Ava Community Energy is Emeryville's default electricity provider and PG&E delivers power and supplies gas; neither lists an attic insulation rebate. Income-qualified programs are separate and aren't covered here.

Does Attic WISE have an office in Emeryville?

No. Attic WISE is based in Redwood City and drives to Emeryville for inspections and jobs. There is no Emeryville office or storefront.
