Attic insulation in Sunnyvale

Short answer

Sunnyvale is in Title 24 climate zone 4, so an attic ceiling that gets altered is brought to R-49 regardless of its current level, unless an exemption applies. Insulation is not on the city's 2026 list of work that needs no building permit. Sunnyvale's Eichlers, often flat-roofed, may have no attic to fill.

Sunnyvale is where Joseph Eichler started building, and the city's housing still shows it. Add a warm valley climate, a flat site with no mapped wildland, and a permit list the city refreshed for 2026, and you have the four things that decide how an attic job goes here.

Where the Eichler story starts

Sunnyvale's Eichler Design Guidelines, adopted in 2009, say the first homes of Eichler's Sunnyvale Building Company went up in 1949, and that more than 1,000 Eichlers were built in the city between 1949 and 1972. The guidelines also name the problem homeowners keep running into: single-pane windows along with limited roof and wall insulation, in houses with flat roofs, slab floors and open beam ceilings.

That last detail is the important one. In an open-beam Eichler the underside of the roof deck is the ceiling you see, so there may be no attic at all. Insulation then goes on top of the deck when the roof is replaced, which is roofing work; we don't do it, but we can tell you at the inspection whether your house is that kind. Some models have shallow cavities or a section of conventional ceiling we can reach. For closed rafter bays, the unvented attic guide covers the options, and if a new roof is coming anyway, see reroofing and attic insulation for the order of trades.

The guidelines apply to design review of exterior changes. They ask owners to keep flat and shallow roof forms, wide overhangs and exposed beams, and to integrate rooftop items such as solar panels and HVAC ducts into the roof forms. Eichlers inside a Heritage Resource District get closer review. If your plan includes new roof vents or a fan, mention it to Planning first.

The rest of the housing

Eichlers are a slice of a broader postwar city. The Census Bureau's 2019–2023 estimates put roughly 19% of Sunnyvale's housing units in the 1950s, 18% in the 1960s and 18% in the 1970s, with a median year built of 1975. Most of those homes went up before the state's first energy standards in 1978, so original attic insulation is often thin by today's measure. Townhouses and condos from later decades raise a different question, shared attics, which the townhouse guide covers.

Zone 4 and summer heat

Every Sunnyvale ZIP code is in Title 24 climate zone 4. When an attic ceiling is altered here, the 2025 Energy Code target is R-49, and unlike the fog-belt zone along the bay, partial insulation already in place doesn't exempt the attic. If the attic starts below R-19, air sealing and recessed-can covers are added to the scope; at R-19 or more, attic ventilation is. Exemptions are listed on the Title 24 page. In a hot attic, a radiant barrier is sometimes worth pricing alongside the insulation, and the quote shows it as a separate line so you can decide.

Sunnyvale's permit list for 2026

Sunnyvale's Building Division publishes "Work Not Requiring a Building Permit," with items applicable as of January 1, 2026. It opens with the general rule: permits must be obtained from the Building Safety Division before the construction, installation or alteration of any building. Then it lists the exceptions: cosmetic work such as painting and floor coverings, small sheds, fences up to 7 feet, retrofit window replacements, minor electrical and plumbing repairs, and replacement or repair of 100 square feet or less of existing roof material in any 12-month period.

Insulation isn't one of the items. The city also says the list is not all-inclusive and that more exemptions apply under each construction code, so the absence isn't an answer by itself. Call the One-Stop Permit Center at 408-730-7444 with your scope. The written quote says who handles the permit, and that is decided before anyone climbs into the attic.

No mapped wildland, but the code still asks about vents

On the state's 2025 Local Responsibility Area maps, Sunnyvale has no Fire Hazard Severity Zone; the city is mapped as non-wildland. The address viewer on the State Fire Marshal's site confirms any property. Vents still matter for a different reason: insulation must not block them. We add baffles at the eaves so air can move from soffit to roof, as the code's ventilation rules expect.

SVCE and PG&E

Sunnyvale homes get electricity generation from Silicon Valley Clean Energy, with PG&E delivering it and supplying gas. SVCE's Full-Service Home Upgrades program pays for heat pumps and lists an Electrical & Efficiency line of up to $2,000; it requires a heat pump and states that every participant uses an SVCE partner contractor. Its page doesn't say attic insulation qualifies. We aren't an SVCE contractor; the rebates page explains where to start.

How we handle a Sunnyvale attic

The inspection is free, and we come down from Redwood City for it; photos or video work too. You get a photo report and a written quote that names each measure with its R-value and depth. Nothing gets installed until you sign, and you have 5 business days to cancel. For Bay Area price ranges, see the cost page.

Questions people ask

Does Sunnyvale require a permit for attic insulation?

Sunnyvale's "Work Not Requiring a Building Permit" list, applicable as of January 1, 2026, doesn't include insulation, and the city says the list isn't all-inclusive. Ask the One-Stop Permit Center at 408-730-7444 about your scope. The written quote says who handles the permit.

How much roof work can I do in Sunnyvale without a permit?

The same list exempts replacement or repair of 100 square feet or less of existing roof material in any 12-month period. More than that needs a permit, which is worth knowing if a reroof and an attic upgrade are planned together.

Can an Eichler in Sunnyvale be insulated?

Often only from above. The city's Eichler Design Guidelines describe flat roofs, open beam ceilings and limited roof insulation. Where the roof deck is the ceiling, insulation goes on the deck during a reroof, and that is roofing work we don't do. Where there's a cavity, we can work in it.

Is there a Sunnyvale rebate for attic insulation?

No rebate we can confirm. Silicon Valley Clean Energy's Full-Service Home Upgrades require a heat pump and an SVCE partner contractor, and its page doesn't say insulation counts. PG&E's rebates page lists nothing for attic insulation.
