Attic insulation in Dublin

Short answer

Dublin is in Title 24 climate zone 12, so an altered attic goes to R-49 whatever was there before, with recessed cans covered at any level. Many Dublin attics also hold the furnace, and the city's handout sets a 24-inch walkway and a 30-by-30-inch platform that insulation must leave clear. Ava and PG&E offer no stand-alone attic rebate.

Dublin is young as cities go. It incorporated in 1982, and according to its 2023–2031 Housing Element most of its housing went up after that, with the biggest boom between 2000 and 2009, when 29.1 percent of today's units were built. Only about a fifth of the stock predates 1980. So a Dublin attic is less often a museum of old insulation and more often a cramped space shared with a furnace, a tangle of flex duct and insulation that was installed to the code of its year and then left alone through two decades of hot Tri-Valley summers.

Climate zone 12: R-49 at any starting level

The city's own permit handouts list Dublin's climate zone as 12, the hot inland zone that also covers Pleasanton, Livermore, Concord and Walnut Creek. Zone 12 doesn't have the R-19 pass that the bayside cities get. When an attic ceiling is altered, the 2025 Compliance Manual's Table 9-8 asks for R-49 whatever the attic held before, unless an exemption applies.

The starting level still changes the rest of the job:

  • Below R-19: R-49, recessed-can covers, air sealing and attic ventilation.
  • R-19 or more: R-49 with recessed-can covers, and attic ventilation.

Zone 12 is one of the zones where recessed cans must be dealt with at every existing level, not only in thin attics. Replacing more than half of a steep-sloped roof also brings in cool-roof rules here, and R-38 ceiling insulation is one of the listed ways to meet them. The details are on our Title 24 page, and our guide on reroofing and attic insulation covers the order of trades.

When the furnace lives in the attic

Dublin's Building & Safety Division publishes a one-page handout titled "Furnace in Attic Location," based on the 2025 Mechanical Code and Residential Code. It sets out what an attic furnace needs around it:

  • an access opening at least as large as the furnace's largest piece, and never under 22 by 30 inches;
  • solid flooring at least 24 inches wide from the access opening to the unit, with the unit no more than 20 feet away when the passage is under 6 feet high;
  • a level working platform 30 inches deep and 30 inches wide in front of the service side;
  • a light and a receptacle near the unit, with the switch at the access opening.

For insulation, that walkway and platform are no-go areas. Blown insulation drifts, and a platform buried under a foot of fiberglass is a service call waiting to happen. We dam the walkway and platform edges, keep the required clearances from the appliance, and fill the cavities beside and beneath the walkway to the same depth as the rest of the ceiling. The ducts that run off that furnace are usually the other half of the story: in a zone 12 summer, a leaky supply duct in a hot attic is a large part of why an upstairs bedroom stays warm. Ductwork sealing and the hot upstairs page cover that.

Permits: the handout's rule

Dublin's handout on work exempt from a building permit, revised in 2026, lists exemptions under Dublin Municipal Code 7.28.310 and says that unless the work is listed, a permit is always required. The list covers fences, small sheds, decks, painting and similar items, and insulation is not on it. The handout doesn't mention insulation by name, so we still confirm with the division for your scope. Dublin's over-the-counter residential list includes re-roofs and heating and air conditioning installation, with energy forms required for re-roof projects; contractors also need a current City of Dublin business license. Ask Building & Safety at (925) 833-6620. The written quote says who handles the permit, and that is settled before work starts.

The western hills

Dublin's General Plan says steep, inaccessible slopes and brush create a high fire hazard in the western hills, and the state's February 2025 local-area fire maps were posted by the city for comment. The same section notes that areas next to open space in the city's extended planning areas are also susceptible. If your house backs onto open space, check your address on the state's viewer linked from the city's page. Vents are the attic's weak point in a wildfire; ember-resistant vents cover the options.

Power, gas and rebates

Ava Community Energy supplies Dublin's electricity, and the city's default product for homes is Renewable 100. PG&E delivers the power and the gas. Neither runs a stand-alone attic insulation rebate; the rebates page tracks them. A radiant barrier is sometimes worth pricing in a zone 12 attic with ducts in it, and the quote lists it separately if it applies.

Questions people ask

What R-value does Dublin require in an attic?

Dublin is in climate zone 12. When an attic ceiling is altered, Table 9-8 of the 2025 Compliance Manual asks for R-49 at any existing level, plus covers on recessed cans. Below R-19, air sealing is added; at R-19 or more, the row lists R-49, can covers and attic ventilation. Exemptions exist, so read the Title 24 page before planning around a number.

Do I need a permit to add attic insulation in Dublin?

Dublin's handout on work exempt from a building permit says a permit is always required unless the work is on the exemption list, and insulation isn't on it. The handout doesn't name insulation outright, so ask the Building & Safety Division at (925) 833-6620. The written quote says who handles the permit.

My furnace is in the attic. Can you still insulate?

Yes, but the furnace's access has to stay usable. Dublin's handout requires a solid walkway at least 24 inches wide from the hatch to the unit and a level 30-by-30-inch platform in front of its service side. We build insulation around those, and dam it so it can't drift onto them.

Is there a Dublin rebate for attic insulation?

Not a stand-alone one. Ava Community Energy, Dublin's electricity provider, and PG&E list no attic insulation rebate for homeowners right now. Our rebates page tracks both.

Is Attic WISE a Dublin company?

No. Attic WISE is based in Redwood City and drives to Dublin for inspections and jobs. There is no Dublin office.
